Changes experienced by human relations have to do with the need for improving them, due to unfair distribution of benefits brought by production that governs the actors of the society. In other words, actions taken by peoples come from the unrest of a majority that is excluded and frustrated in their enjoyment of material and cultural benefits. Such exclusion and frustration torment those majorities’ lives, and our social reality does not escape from such a drama.
The Bolivarian government has tried to request “EQUALITY CONDITIONS” within the framework o capitalism, but its own essence makes that impossible. To settle this historical debt, it becomes obligatory "to transcend capitalist way” for those concepts turn out to be “the core of the vital point”. We need to make a reality the dream o a “SOCIETY OF EQUALS”.
In order to achieve it, we have to claim “Solidarity” and “Mutual Support” values, promoting associative community organizations for work, for saving and for consumption under the collective property régime.

Article 184 of the Bolivarian Republic Constitution reads that the law will create open and flexible mechanisms for "Participation in the economic processes stimulating social economy expressions, such as: cooperatives, saving and mutual cash boxes, and other associative forms. Participation of workers and communities in the management of public enterprises through self-management and co-management mechanisms.
Fulfilling the constitutional order that replevies the values of solidarity, cooperation and cor-responsibility, the new economic model that we have to impel fundaments in the associative approach in all its forms:

Cooperatives: as important popular economy associative organizations that allow the distribution of the gains, besides stimulating solidarity and mutual help. |

Co-management: an associative modality that can be developed in the State enterprises. It initiates change in production relations, preparing the environment for the self-management. |

Self-management: a stage where the most important aspect is usage values and collective approval of goods and services. |

To integrate markets and to constitute productive chains, developing cooperative system and co-management as tools of socioeconomic co-responsibility through the equilibrated development of the Nation and the regions (endogenous development axis, poles and nucleuses), which involves to disconnect productive activities in social and territorial terms.
